Performance issues

My system is an ASUS laptop and here are the specs..

 

Intel Core i7 3610QM Processor 2.4Ghz

8GB of RAM

NVIDIA GeForce GT 630M with 2GB DDR3 VRAM

 

 

I am getting around 20 fps and i feel as though it should be more. I have a decent list of mods which i can include in this if needed. but my biggest issue is the mouse lag. even if I disable every mod i still get noticeable mouse lag. I have done the bmouse and ipresent stuff and it helped but did not fix the problem. I would greatly appreciate any help with this. If more info is needed just let me know and i will get back as soon as possible.

Couple questions:

 

In the nVidia Control Panel is vSync "Always On"?

If it is, change it to "Always Off"

Make sure that bmouseacceleration=0 is in SkyrimPrefs.ini in your documents folder

What settings are you running the game on?
Do you have the latest drivers?

What type of Operating System are you using?

I have detail on high and everything else on medium to low. I ran these same settings on a 1GB core just as good on this 2GB core before too. I have done everything you have suggested already and it helped a little but did not solve the problem. I am running windows 8
