Fallout 4 self sufficient settlement/outpost mod and a faction improvement mod. As well as self sufficient minutemen that don't actually need you after all. While I understand there's already amazing mods like sim settlements and WATMM,I would like to see a mod the integrates itself into the game as if I didn't know any better I would say I'm still playing vanilla Fallout 4. I will go over the difference between outposts and settlements, settlements having combined resources that the player can't touch (having settlements should be like owning a business), an interface for the player to be able to easily view all of their settlements, settlement happiness, and settlement resources (food, water, bottle caps, and power), go over destructable items and npcs being able to recognize you have walls, go over settlements being pre-built by the mod author, as well as the Minutemen being sufficient on their own without you and that things in general happen around you without you having to intervene.

 

All settlements/outposts are pre- built by the mod author in a believable and lore friendly way, much like in sim settlements. There could be 5 tiers for the settlement/outpost to upgrade starting from a basic begining settlement to end game settlement/outposts with Guards, vendors, medical, turrets, and advanced water/power systems. The higher the tier the more likely the settlement will be able to defend itself from random attacks. The mod author could also make a designated area for the player to build in much like diamond city and how you can have you own player home there.

 

The difference between outposts and settlements are that outposts aren't ment for settlers, but faction members only. For factions like the BOS, RR, and institute, allowing stray wastelanders in is not their thing. But this allows the player being a member of one of these factions to be able to have safe places to go to buy/sell stuff, see a doctor, and sleep and save the game, all without having to deal with annoying settlers who always need your help. Claiming a workbench for the faction you are a part of allows members of that faction to show up occupy the place making it a forward base of operations, which is what I imagine all factions would want to do. All resources and stuff is also already connected with a trade route for these factions as the BOS has vertibirdes, the institute can teleport stuff, and maybe the RR has some trick up there sleeve. Also each outpost should be have small touches here and there based on the faction that owns the outpost.

 

Settlements/outposts should be run more like a businesses. You as the player have access to junk/ bottle caps/ food etc. But settlements and outposts should be in a separate pool not accessable to the player. You cant just pull money from your business whenever you want right? So it should be separate from the player and the player can only see the amount of resources and manage what resources goes where as well as donate to an outpost/settlement to help it grow. But essentially outposts and settlements slowly grow on their own as long as the player keeps it safe. As the General, or high ranking member of your faction you have the option to send a garrison of extra troops to your settlement/ outposts in the event they are attacked. It will cost food, and bottle caps that come from your combined resources of all of your outposts. As you rank up in your faction you will receive an in game weekly loot drop in a check located at every outpost you have depending on how well that settlement is doing.

 

There also needs to be a better interface to see all of your settlements/ outposts resources and level of happiness and if that settlement is going to be attacked soon as well as to be able to interact with each settlement. Also see other factions outposts on the map as well. The DLC from Fallout 3 operation anchorage comes to mind when you talk to General Chase and he shows you that high tech fancy looking map. I know I know now I am asking you to turn fallout 4 into a turn based strategy game like total war.

 

Everything should be destructable. If you fail to garrison a settlement and don't invest in upgrades and do show up to defend it you could show up to a completely destroyed settlement with everyone dead and depending on the faction a new theme will be added. Example ( if raiders take over, the outpost will have a raider touch to it. If super mutants took over same thing. If ghouls, deathclaws, rad roaches, no change in theme just infested.) You will have to take the settlement/ outpost back and rebuild! As the mod author pre-builds all the settlement they build it to be defendable. Enemy AI obviously needs to be able to recognize the walls that are in their way and focus on destroying any defenses in their way first before attacking people.

 

Things will happen in the common wealth with or without you, for example the Minutemen will no longer wait for you to rescue them. If you ignore them and go straight to diamond city they will escape on their own. You will still be able to find them in sanctuary though. If you continue to ignore them up to the point where you kill kellogg and the BOS show up, the Minutemen will also have their moment and take the castle and start to get artillery. As the player levels up and progresses through the main story, and as time goes by, the minutment will expand on their own. Things happen in the world without you. At this point you can still chose to join the MM, you have to help out a few settlements and you can be the general again ( this causes all settlements to go back to teir one). Regular settlements also grow on their own while the MM are at large. (Examples: finch farm, abernathy farm, Warwick.) But eventually join the minutemen or get raided by baddies. You could see a settlement thriving one day, destroyed the next day.

Other factions (RR, BOS, Institute) will also take outposts on their own and upgrade them depending on different factors like time gone by, quest progression, and player level. If you are at war with other factions they will try to take over your settlements and turn them into outposts of there own, or just leave them demolished.

 

If there is a mod author (s) out there who has a lot of free time in their hands and is looking to make a new mod, hopefully you give this idea a good look, I know it's a lot and some mods already do some of these things I suggested, but I think it would be awesome to see a newer mod come out that does more to allow the player to create any kind of character they want and not have to feel like they need to tend to settlements. Btw this would also make nuka world a lot more enjoyable as the player wouldn't have to join the minutemen just to build up settlements just to become the overboss and go subjugate your own settlement's. I mean where is the fun in that??? I want to benefit off of someone else's work if I am playing as a raider.
