Allowing all settlements to become raider outposts

My main goal with this request is to allow mod added settlements to be valid targets for raider outposts. Currently, when trying to take over outposts for the nuka-world raiders, Shank has several checks he'll perform on the settlement in question before he'll start the quest for actually claiming it either by force or diplomacy. Of the several mod added settlements I have currently, none make it beyond this check phase. Ideally, a mod which just bypasses these checks and allows any settlement to be a valid target would be great. However, I can see why this would be a bad design choice because, if the player doesn't know what they're doing, it would be easy to set a target that can't actually be acquired with the normal quests. 


An alternate solution would be adding a buildable at normal settlements that acts similarly to the raider signal flag in that it will force designate the settlement as a raider outpost, set the appropriate faction and add several of their npcs, while incrementing the necessary global variables. I'm a total noob with the construction kit and so if that's completely impossible for whatever reason then I'm open to any other ideas which might accomplish forcing settlements into the raider system.
