When's the best level to kill a dragon?

I tried to take on a dragon at level 7 and paid for it dearly. I'm at 11 now. Also, what do you get if you kill a dragon? Good crafting materials? Or does it really not matter if you kill one or not?

I've managed at level 5 against a level 12 dragon on many occasions - but only by keeping at a distance that activates the red border around the dragon and then spamming it with either spells of arrows - use one character only and place the others on hold, then wait 10 minutes until it dies. The drops ar usually good interms of weapons, armour, crafting materials...... and of course XP
