New to modding FNV, radio stations won't show in pipboy

I'm brand new to modding FNV, so please assume that I know absolutely nothing, including modding jargon. I'm trying to get CONELRAD radio to work, but it does not show up in pipboy. I tried installing it with Nexus mod manager, but all that did was stick the CONELRAD 640-1240.esp file in the Data folder... it didn't add the other folders that are part of the download. I tried manually installing the mod as well. That put everything where it looks like it should go, and the mod is checked when I fire up the game and go to "Data Files" instead of "Play", but still nothing shows up in pipboy.

 

Right now I have CONELRAD 640-1240.esp in C:\Program Files (x86)\Steam\steamapps\common\fallout new vegas\Data

 

The download also included a folder called "Sound", which was merged with the existing Sound folder inside that Data folder that the .esp is in. Inside that Sound folder were a string of sub-folders called "Voice"-->"CONELRAD 640-1240.esp" (this is a folder, not the actual .esp file)-->"Radio" and "UniqueRadioCRADMale". These last two folders seem to contain all of the .mp3 and .oog resource sound files that the radio station is supposed to play. Folder hierarchy looks like this (starting at the Data folder):

 

Data

- CONELRAD 640-1240.esp (file)

- Sound

--- songs

----- radionv

--- Voice

----- CONELRAD 640-1240.esp

------- Radio

------- UniqueRadioCRADMale

 

I understand that the "songs" folder is the stuff that came with the game & is not part of the mod, so I've left that alone. The mod stuff is all under the "Voice" folder.

 

So as far as I can tell everything is in the correct place and the mod is activated when I open up Data Files at the launch screen for the game... but the damn station still doesn't show up!!! Is there a difference between an .esp file and an .esm file? Do I need to rename it to .esm or something? I noticed that all the DLC packs have .esm for an extension. What the heck am I missing here?
