Problem with bone weight copying

I am having this problem with bone weight copying meshes in blender.
I made this mesh that wraps around closely to the neck seam. I did a bone weight copy for it and loaded into new vegas which resulted into... (notice the second image)

 

The cause is not clipping.
I can't figure out a fix for this. Can anyone help?

Sorry I don't know blender but in 3ds max you would un-check "Always Deforms" under advanced tab in skin modifier. Maybe it's similar in blender.

Also you can try opening it in nifskope and right click the node, then Transform>Apply.
