Fallout 4 Plugins Not Loading Despite Them Being Marked as Enabled in Vortex

What the title says. Plugins specifically do not appear to work at all for Fallout 4, despite them being marked as enabled within Vortex. All non-plugin mods work fine. I'm on Vortex 1.4.9 on a 64-bit system on Windows 10 with 16 GB of RAM. I have approximately 40 mods installed. My plugins are as follows:

Do you have your Mod Staging Folder on the same drive as the game?

 

Go to SETTINGS---->MODS Is the Deployment Method set to HARDLINK?

Yes, both the staging folder and the game are located on my SSD (G:) and the Deployment Method is set to Hardlink.

Where exactly IS your Mod Staging Folder?

What's the path to it?

 

Also, I hope you're not opening up the built in Mod Manager Menu to check if the Vortex installed Mods are enabled, because that will cause Fallout 4's plugins.txt to fight with Vortex's plugins.txt

Mod staging folder is G:\Vortex Mods\fallout4 (or {game}), whereas the game folder is G:\SteamLibrary\steamapps\common\Fallout 4

 

I'm not sure what you mean by the built in Mod Manager Menu. If it's some sort of menu in-game that displays all installed mods or something of the sort, then I have never been in it. I've just been using Vortex to ensure that my mods / plugins are enabled.

Go to the MODS tab in Vortex, right click on any mod and select "Open in File Manager"

 

This should bring you inside the Mod's folder, inside the Mod Staging Folder. Are there files in that folder?

 

Do you see an esp, maybe a bsa or ba2 etc?

Yessir. I checked a couple other random mods and they too had files. 1,361 files and 214 folders total in there.
