Joy of Perspective or equivalent mod for Fallout 4

I'm not sure if this is being worked on at the moment, but after playing around with the Joy of Perspective mod for Skyrim, I would really like to see something similar for Fallout 4.

 

Now, I understand that mods like this are no easy feat and take time to develop, but I haven't seen any big efforts to replicate it so far (I assume for a logical reason).

 

I'm just wondering what would it take to get something like this started as an experimental mod and what kind of knowledge/skills would be required to implement it.
