Priority Earth Overhaul or Take Earth Back?

Short answer -- It depends on what you want out of the final mission.

 

Version 1.0 of PEOM is essentially a restoration of cut content from the vanilla game. You could do nothing else except install that and get an approximation of what Bioware wanted to do before they had to start cutting material to meet their deadline.

 

Both the final version of PEOM and current(?) version of TEB have differing design philosophies. TEB is focused on integrating as many of your decisions from the game into the final mission as possible, to such an extent that (based on what I can tell) it seeks to add every allied faction and unit in some capacity to the London Hub. It also adds a bunch of ambient events, including a new terminal message explaining what's happening on the Citadel.

 

PEOM takes a middle-ground -- it does reflect certain choices made throughout the game, but the tone is still very bleak and desperate. There are some similar elements, but the way the final battles are approached are quite different -- you can pick up different squadmates (who all function as part of your party, complete with skill trees) based on certain decisions made throughout the trilogy.

 

They're two different experiences. If you want something that can be described as "everything but the kitchen sink", go with TEB. If you want something a bit more focused and driven, get PEOM.
