This is for Director's Cut DLC for the BL3 game, for the Vault Card 3 (theme called "Bunker Masters", as a tribute to Tiny Tina as a gamemaster for her Wonderlands game). This mod is a savefile ("3.sav"), so extract from the mod's zipfile and put the savefile into the "My Documents\My Games\Borderlands 3\Saved\SaveGames\{random number}\" folder. Make sure you backup any existing savefiles there, so existing character doesn't get overwritten accidentally -- each character savegame is a separate savefile, named as : 1.sav, 2.sav, etc.
