Well as the topic says, I tried to figure out what each and every top record in Fallout3.esm meant, and managed to do all but a few.

I don't know if this has already been documented, but anyhow here is my list:

 

GMST	-	variables of different uses
TXST	-	texture paths
MICN	-	menu icons
GLOB	-	global variables?
CLAS	-	class
FACT	-	faction
HDPT	-	head/face meshes?
HAIR	-	hair meshes

While I appreciate the effort, I noticed that a lot of these are wrong...

 

PWAT is placeable water and SCOL is static collections
