but can you make it, so the delay or the amount of how much this affects NPCs or the Player be determined by the character's Agility?

Great concept! Thanks for releasing this mod.
As PvtPirate said, a random factor proportional to agility/speed would make more sense that a user configurable ini variable. The user should be able to tweak the random factor.

So....does this mean NPCs with 2-handed weapons won't be spinning around you making it hard to realize where they are?

This mod is perfect with Deadly Reflex + a custom bullet time script.

An interesting mod, but when I attack my direction is not entirely locked. Well, it is locked but I can still jiggle my view a bit with the mouse while attacking. This can look disorienting.

It's a good idea but didn't have any noticeable effect for me. Load order maybe? It's so simple I'm don't think there's any way I could have messed up installation :/
