Ok this is dumb, but I have come across a self-converted SG face texture pack for FO4 somewhere when on nexus this month. As you would have expected, I failed to saved the links to the page or the file and I need it again now. Just wanna see if anyone, or the author will happen to read this post, Tons of thanks.

Well, I am sorry for the SDK part...but they have to release it. Otherwise skyrim will be long dead.
