This worked for me after trying everything else that failed! StevenfLoBue @ Hannibal, found a solution for same problem as you that hasnt been seen elsewhere. My issue turned out to be the program I used to extract zip file for Frosty. Used 7zip instead of the default extractor and it actually sorted everything into the proper folders, including the ThirdParty folder which didnt exist for me before. After that, loaded my mods and the game started up. Yes, even the ones that say they are for an older version. Hope this helps.
