Illuminated Windows For Indy Bank

I know this is an old topic but I just started playing marrowind again and also encountered this issue. In the patch notes to Indy Bank 2.4a you can see in the changelog that that bank was moved to the Foriegn Quarter as of 2.3 so I would think the solution would be to some how track down version 2.1 or 2.2 which I am in the process of.
