Not quite the same, but Nuka Mercs adds patrols to Nuka World of either mercenaries, Brotherhood of Steel soldiers, Minutemen, or even extra raiders. I use the raider version before Open Season and one of the others after.

From all appearances this bounty is the result of "trespassing", which may explain why it is more likely to occur if sleeping longer hours. However, it doesn't explain why it just pops up out of the blue. I've had it added just walking through a village. I'd really like to know what is causing this.

I have encountered this same bug, though it has also occasionally added a bounty to one of the holds. It most often occurs right after having slept in a bed. I used the console today to remove some of it because the guards were starting to harass me. Does anyone know what is causing this?
