Okay, I went a step further and made a backup of my modded Skyrim folder and then downloaded a fresh copy of vanilla Skyrim. It looked fine until I added ENB Series 0445 (just d3d11.dll and d3dcompiler_46e.dll) plus added Cathedralist ENB. The thing is this still happens with a fresh copy of Cath ENB and Rudy ENB for Cath. I have tried them both and I have also tried the new 0448 version of ENB Series. This didn't happen on my last playthrough with the same ENB files. I am at a loss. No "mods" were present for this test - only ENB.

Thank you for replying! Since I know someone is listening I will explain more. It is the glass on the display case; if I open the display case everything looks normal. I tried purging all mods with Vortex and the issue persisted (although I think this is not the same as uninstalling all mods). I also tried turning off ENB and at first glance it was fixed, but upon closer inspection it is still there just much less noticeable. My only indoor lighting mod is Window Shadows by HHaley and I also use its new Enhancer option. I will remove that completely as well as any loose files it may have left behind and check again. Oh and also I didn't have this issue until I did a clean install. I deleted the main Skyrim folder from Steam directory, the Skyrim folder in My Documents/My Games, as well as the Skyrim folder in App Data/Local. I then redownloaded Skyrim and opened Vortex and let it redeploy my mods. This is when I started having the issue. I think I may have to do another clean install and actually uninstall/reinstall all of my mods which really sucks. I will try your suggestion first.

I attached a screen of the issue. Here is my load order. This is the first time I've had to come here and ask for help. I have been troubleshooting for hours and I can't get it on my own. Any help is much appreciated! Anyway, here is my load order from Vortex. Oh and things I have tried so far: Using different ENB, disabling/uninstalling ENB Light/Particle Patch for ENB... I forgot what else I tried lol... Bad day. Oh and also the only Texture Mod I have that affects Display Cases is A Noble Skyrim. I tried a Texture Replacer for Display Cases, but the glow got worse. I'm no pro, but I don't think it's a texture issue.
