  1. To the modder that wants to implement this. In SandBox.dll the class SandBoxAgentStatCalculateModel is used when spawning units in battle. The thing you want to cap is agentDrivenProperties.SwingSpeedMultiplier. A postfix on UpdateHumanStats() where you check if SwingSpeed is too big would probably be the easiest way.
