stuck on load screen at compainion start area bash didn't fix about done with mods.

I've had troubles with my mods not showing up in game and having to enable/disable constantly to get them to work, I was given the suggestion of reinstalling vortex to fix this issue, now I can't get vortex to install at all I keep getting "windows can't open file" a 126 file and I'm lost at this point. any suggestions or fixes? I'm about done with vortex, nmm never had this many issues.
