I have made a mod that does this for the novice destuction perk. https://www.nexusmods.com/skyrim/mods/94434 NOTE: it's not quite what you've asked for but it's not hard to do, I didn't have a clue how to mod yesterday, that isn't some form of boast you can litterally learn how to do it for yourself in an hour. 1) Get skyrim creation kit off of steam. 2) Open the main skyrim.(whatever the extension is). 3) Go to perks - search (your magical school of choice)destruction there should be some saying novice/expert ect. just pick one depending on when you want this unlock... blah blah blah it's actually pretty intuitive, if you get stuck - look it up.
