I have this same problem with Alduin's wall quest not starting but I do not have Palaces and Castles Enhanced mod. So, if anyone has some experience, I sure would appreciate it. I saved a character I created in RaceMenu but the last 3 that I have saved are not anywhere. I don't know what happened as my characters I have saved previously are still in the folder. What information do you need in order to find the problem? Thanks.

I have followed the directions in the video. I have an SSD that is brand new and formatted. I placed the game on there, and nothing else. Then, I went to Vortex and had created a Modding Utility folder, not in the game folder but on the same drive. Vortex is telling me that the game is not on that drive and won't allow me to download any mods because of it. Vortex has the game and is managing it and it shows the path and drive location correctly. What do I do now?
