Rippling/dripping effect?

Oh damn, no comments and this is 4 years old. In creation kit, there is this item called FXDrips, I assume it is a drip effect but it doesn't seem to be working in game, I came to find an answer to it but instead I came across this question. I'm not completely sure if it actually works or is supposed to work. I want some help too. -

Shift+1 doesn't work, I just tried. Well, doesn't work in Fallout 4 version. Couldn't find a forum for the Fallout 4 version.
