i had the same issue, however i fixed it by going to C:\Program Files(x86)\Steam\SteamApps\common\Skyrim\Data then i deleated all FOLDERS BUT NOT THE FILES, folowed by verifying the games cache, subsiquently it now works perfectly. Note: this is also having uninstalled all mods.
