Ok so for the fast 2 days I've been searching around for a solution to this. I just got my new PC, and installed Skyrim. It was playing perfectly without mods, and when I started modding using Nexus Mod manager, the game still worked. Most mods worked other than 3 ENB's that I'd downloaded. It turns out that I needed a "base" ENB to make it work. So I went and installed the wrapper version of the ENB. Apparently, the "d3d9.dll" file makes the game crash. I read everywhere, and the only useful piece of advice I found was to use the Injector version. I have tried over 5 different injector versions and none seem to work. The game crashes right after the Bethesda logo screen. What's more is that if I don't use the injector version and start the game normally, everything works properly. Just to be clear, I have de-activated all of my mods, so none of them is a problem. I have also un-installed the "Nvidia GeForce Experience" application, as it was making some issues before. Could someone PLEASE help me with this, I am killing myself here. I REALLY want to use ENB's as they are the only reason I purchased Skyrim for PC (even though I had it on PS3)... Oh and yes, I have added "skse_loader.exe" into command list of "enbijector.ini".
