just spent 2 and a half hours playing with the console and doing things trying to get this to work, after disabling any mods that affected breezehome Delphine showed up in the clothes shes supposed to be wearing according to my mods(as opposed to a blue dress). In my case I had "secret Basement" and "nordic breezehome" I disable both at the same time though. I also did "setstage mq103 180" in the bleak falls sanctum.
