My guess is No Special Outfit Lock. Apparently 1.61 makes it extremely buggy. Remember 'Red Scripts' get saved inside your save file. Only way to truly uninstall a Red Script mod to load a manual save from before the mod was installed.

The mod needs to be unpacked, all references renamed then repacked. Tedious and no modder likes to release mods based on others work without express approval (respect). On the other hand if you want it enough this could be motivation for you to learn WolvenKit and make it a personal mod for yourself. If you do start don't change it to a low number as NPCs share those, pick one 36+ -

The 1.0 version of Arch Motorcycles Restored (windscreen repair) does what you want, however it does so by removing the cracked texture completely reducing immersion so YMMV. -
Two options that I know of. Vehicle Pack - Gangs allows you to buy the existing Misfit bikes from a PC. Yaiba Cyber Rat is an improved Misfit and on the download page there are options for Misfit or Mizuchi sounds for the bike.

So far no hotkeys for changing outfits but there is a stop gap method for you if you just want to wear a helmet for riding and remove otherwise. True Hidden Everything allows you to set a key to hide individual slots. You can save your outfit to include the helmet then set a key to hide/show when you mount/dismount a bike. -

Default game behaviour. If you change the setting labelled 'Beard Style' you can remove the chin, moustache or sideburn section of any beard. -

Have you seen Unlock All Armour Options? It does not add new armour but allows you to use the prop options to make the end game armour look like kevlar. -
One was made for both FO3 and NV but required heavy scripting, someone smarter than me might be able to make it now but I would need to wait for the FO4 GECK.

Which is good as it gives you the best normal maps, no matter how much you work on a normal map made from a texture it will never be as good as one made from a high poly mesh.

If you read up on the Wiki, Frank was pretty much a standard mutant in physical apearance. What made him different was three things. 1: Being part of the Enclave meant he had a low enough radiation exposure that the FEV did not distroy his brain to the extent of a standard mutant (but still damaged). 2: His loyality to the Enclave 3: The special suit of Advanced Power armour the Enclave scientists developed for him which combined with being a Super Mutant made him virtually indestructible. But I agree that the armour pictured hardly matches his.
