Best thing about old Bethesda open worlds was exploring well made handcrafted maps and environments. The procedurally generated maps are pretty much with out a doubt unnecessary boring bloat added to the game. My idea is basically remove all the systems and planets that do not feature any actual "meaty" story content if at all possible. And perhaps keep a planet, 1 of each type in the game that features a unique biome that the planets with non-procedural maps and story content don't have.
I'm not suggesting to completely remove all the procedural generation, just keep it limited to planets that feature main and side story content and hand crafted maps made by Bethesda.
This could help make the game feel more focused and less empty.
An additional Idea is to restrict animals to specific planets to make the worlds more believable. It kills immersion when I see a a tiny worm that is classified as the "apex predator" on one world, and in addition to that then go to a planet on the opposite end of the explorable systems map to find that same worm is at the bottom of the food chain.
# of types of raw material resources harvested on planets with player outposts would have to be adjusted too.
