[Fast Travel Not Available From This Location]

So I can't fast travel. The aforementioned message appears no matter where I am, and I have no idea why. I was able to do it previously, but one day it just... stopped. The 'ell's goin on?

It worked before and one day it just stopped. I can't think a better way to answer without any clues about what did change in the while.

It occurred a short while after activating the dust storm on fort freeway, but I don't think that's the cause. Real Time Settler was also suspect until I disabled it. I found that neither it nor FF actually were the cause of the problem. My question is whether anyone knows of any mod that would do this, and if not, any game bugs?

 

Also, I tried Fast Travel Indoors, but it got me nowhere.
