It's not a bug, the game has infinite level cap and therefore every mob will respawn at the same location you have been to, even if it says cleared, also loot respawns at every location, so if you encounter registers, suitcases and so on, they'll have new respawned pre-war money in it. It's a bad thing Bethesda did this feature and I hope some mod in the future will disable respawning.
I'm building and 1 generator can produce up to 10 power, is there an .ini file somewhere in fallout4 folder where I can manipulate and change to power value to like 100 or even 1000?
The mod that all of us dream of, make it possible to kill all NPCs, companions, important NPCs, quest NPCs, children for the more sadistic types(if it's allowed on nexus, probably not) and so on, you name it.
