I don't know. Can you view script inside the game (that is to say, without Creation Set/G.E.C.K.) in previous games?

I'm trying to fix my MS11 quest (Blood and Ice) by using setstage ms11 x or startquest ms11, but neither of them works (setstage other quests works fine). It does not return an error message, nor crashes the game, but it simply has no effect. I started a new character and these command works perfectly. Any idea what prevents a specific setstage from happening? Is there any precedent in Oblivion and/or Fallout3? Thanks in advance.

thanks for a answer that might be actually the answer to my problems, and probably a lot of other peoples for getting the house in Riften. I have just created a new character though, but when I get to Riften I will test your answer out, thanks for getting my hopes up! :) I have the similar problem here: I can buy the house, but I cannot become the thane. Maven is the current Jarl in Riften, in my version. And I cannot find the so-called Bolli, where's he?

Riften: I've got Maven to the title of Jarl (through the truce in main quest), and I finished the moonsugar quest, also I bought the house, but Maven doesn't even speak to me. Windhelm: I have no intention to join Stormcloak. Is there anyway to be a thane there (Just like in Solitude, I'm not in legion either)? Thanks in advance. :)
