Will New Vegas armors work in Fallout 3 if ported?

if you know how to do things correctly and have new vegas and fo3 then yea i think you can -
who has had the problem with the pipboy readius ya know when you go into the pipboy and exit and it unequips and reequips your stuff. the sound gets annoying. if you know how to fix this or atleast help me that would be great
