[fose and fallout 3 reinstall]

so i uninstalled fallout 3 because f*** springvale school in all its buggy glory. so when i uninstalled it i went and made sure nothing was left which their wasn't. so i reinstalled it and would you look at that fose is there. how the hell do i reset the files steam downloads?

so i bought fallout 3 goty edition during the steam summer sale recently and i downloaded some mods but after watching numerous videos and many mods saying "use FOMM" so i did a clean install of the game and started using FOMM but i used it the same way gopher does. anyways i start up a new game and i use FWE alternate start to skip the long intro but i choose vault dweller every time (main quest relevance) so i stroll down from the entrance and i walk up to the mailbox and take everything in it and normally i walk into the building next to it thus discovering springvale once that notification disappears the game chooses to do one of two things crash or freeze so i thought ok its probably the dlc's loading so i get a delayer wrong no change so here i am.
