Paint.net is decent for editing textures, use that. The construction set is wayyyyy to buggy. EDIT: Oooohhhh this was a problem with the texture files... lol *derp*

You've checked the esp(s) right? If you don't know how to do this, simply click the oblivion launcher, click on 'data files' and check the esp(s) for said mods. If you have and that's not the case, did you read the readme? A few more details of your problem would be nice, such as the mod requirements and whatnot.

No, I think that he realized how under-developed Oblivion was going to be when it was released, and he decided that he didn't want any part of it. :D Just kidding, of course. This is one thing I hope they bring back to Skyrim - more than 3 different voice actors. :dry: Yeah I'm hoping that aswell... You posting this video made me realize how much they dropped from Oblivion. I really hope they don't do stuff like that in Skyrim and goddamit I want my Dunmer voice back!!!
