I am using Frosty only for my 2 EA games (through Steam): ME:A and DA:I
I tried moving into 1.0.6.3 based on my 1.0.6.2 config and mods wouldn't load.
After fidgeting a lot with everything you and others suggested (other than FrostyFix), I ended up using vanilla 1.0.6.3 (no data path or platform plugins) and that just works for me.
Specifically when trying out the data path fix plugin the log says:

Side note: I do get a Steam warning popup on launch (see attached) but that's ok with me, as no other config worked consistently and that's a very minor issue.
