I may be too tired from work to read this clearly but, I only agree with one thing this said which was (This data" Unofficial Fallout 3 Patch" was an alternative to patching the game to1.7 in it's early days and it's goal then is much the same as ours now.)

This should be called load order issues, not NVEC issues, since you did not follow NVEC's installation instructions sorry to say :confused:
