I think all the assets are in the game already. Also i believe it was a mod for F3. Just need a black suit (preferably open jacket and ripped/tattered), his spectacles, a katana, and a equipable ELECTRIC guitar. Ive seen an acoustic in game, but that wont work. Perhaps make the suit/guitar into one armor? Using blender? Also, if you really want to get detailed, the shoes he wears are those funky black/white penguin tuxedo lofers.
