For anyone experiencing this problem, here's a possible work around that seemed to fix it for me: Don't exit your current location. Instead jump to your next objective using the console command "coc cheydinhalabandonedhouse", then proceed to the sanctuary in the basement. This will skip any exterior locations that trigger the crash. Once you talk to Ocheeva, the quest completes, and clears out whatever script is bugging out.
