If so you will need to use the injector rather the wrapper version

1. Qarls Texture Pack 3
1a. Bomrets Shivering Isles Texture Pack (If using Shivering Isles)
2. Unofficial Oblivion Patch
2a. Unofficial Shivering Isles Pack (again, if using Shivering Isles)
3. QTP3 + UOP Compatibility Patch
4. Unofficial Oblivion Patch Supplimentals

Google Chrome: Spanner Icon (top right) > Options > Under the Bonnet Tab > Downloads
IE: should prompt where you want to save to, then remember last place saved iirc (haven't used it in a while since IE9 stopped showing certain websites properly)

The only other oblivion realm retex mods I know of, only enhance the lava textures. EG: Real Lava & Better Lava

not sure about the Arena and Kvatch, but for Oblivion Realms I use this mod

Have you noticed NPCs having the same issues?
If so, then it might be a problem with the skeleton mesh you are using. I would suggest downloading Growlf's Universal Skeleton and install the ControlableSkeleton version, to see if that solves your issues

Okay I am having a bit of trouble with this. I downloaded a few mods and they came out as just a 7z file. No clue what to do with this. I drop it into my data folder but i cant seem to get it to work. Does anyone have any advice for me to get them to work???????
7z files are compressed/archive files similar to zip files. You need to download and install 7zip utility to uncompress them.
I've been *manually* installing mods successfully for years, but lately there are some very good mods that you can only install by "Omod" what ever that means. Does anyone know of any simple straightforward step-by-step instructions for installing those kinda mods?
(By the way, the link in your sentence 1 "Download the official construction set" doesn't seem to be working.)
Omods are mod archives that require OBMM (Oblivion Mod Manager) to be installed - they can often contain scripting to enable simple installation of complex mods eg: Better Cities, OOO & DarkUId DarN etc

the Fighters or Mages Guild atm - I restarted playing from scratch after an 18 month break, and because I've installed all the mods I previously on just discovered the first time around before starting my new character, I can't afford to buy a house.... yet.

actually, the downloads themselves are not 7-zipped omod-ready archives, they are straight up already-compiled OMODs. 7-zip can extract OMODs but the resulting files are what you posted in your OP.
To resolve, just remove the .7z suffix and replace with .omod suffix (if it hasn't already got it in the name), then open up with obmm

Odd Scripting Behaviour

I decided to create a new character after experiencing a few odd things happening with my previous save after 200+ hrs of gameplay - usually due to adding/updating mods along the way, which was to be expected.
Anyway, a new start gives me the funky running on the spot issue at Helgen after Alduin causes a ruckus. I quit out, rerun FNIS and try again, and same thing happens. I install Alternative Start to try and circumvent the issues, but the running bug still occured when I chose the vanilla option. When I chose other start options I immediately got flagged as hostile by everyone as soon as I entered a major Hold.
I've kept everything up to date and methodically run LOOT and rebuild the bashed patch afterwards, but this one has me baffled. I did check through xEdit to see what was altering the Unbound quest, but only USSEP and Alternative start make any changes. Something else is causing this scripting weirdness, but I'm not sure what. Any advice would be appreciated.
