Well, you don't actually create new meshes in the CS for a start. Usually a third party piece of software such as 3DS Max, Maya, Zbrush or blender is used to create and texture a new mesh, which can then be exported to the (for previous ES games anyway) .nif file format to be used in game. The CS comes into play when creating an actual game object that is for want of a better word, "registered" with the game engine in the form of a plugin mod file. As to how they are trying to create such a reference in Skyrim without a CS, im afraid I have no idea as I haven't picked the game up on PC yet... going to wait till January when the CS is released!!
