Don't use keychain, it causes save game bloat, use this instead. -
Edit: Nevermind, had to read up on the steam version of OBSE, don't have it myself.
But uhm a long shot: have you renamed the dll to OBSE_Elys_Pluggy_HUD.dll? -

When im creating the omod using the manager, do i use add folder or add archive? Is it natural for this to take an extraordinary amount of time?
Yes you do need it. But I don't see any need for an omod for this one, as it's just an obse plugin. As long as you can remember that those files are for Ely's. Which isn't hard considering they're named "Elys_usv".

And no, Ozmo's also won't install these, as it also doesn't need or use them. It's textures for Exnem/HGEC bodies, after all, which will never make use of any others but foot and hand.
I'm sorry, you are completely right here, I was looking at the wrong folder in my downloads, the actual Ozmo's did indeed not contain those.

Then you're missing upper and leg, as the ESP is calling for them from that folder.
But, as far as I know, ozmos should install them to that very folder if you pick imperial in the installer as an option.
And so you know, succubus race does not provide these in the download, as they should be there for hgec/ozmos/etc.

Well, your load order is a complete mess. You're using many outdated mods. But this specific problem is due to Deadly Reflex 6, but first of all:
Do not use DRsplatter, it is buggy.
Only use ONE timed block.
you need Nifse and the patch for DR6 There are a couple of skeleton fixes for the too tall camera, heres one of them.
Just be sure to read the descriptions and install notes carefully.
Do consider to learn to use wrye bash (302.1) instead, it will save you from a lot of issues, and you WILL need it as you start to add more mods.
(There are a bunch of mods you have that would need merging as is, actually.)

Hm? You have two _succubus_ folders? I only have one, and that's Data\Textures\_Succubus Race_. There should not be another.
And these are the body files it should be using:
Characters\Imperial\Female\UpperBodyFemale.dds
Characters\Imperial\Female\LegFemale.dds
_Succubus Race_\Body\Hand.dds
_Succubus Race_\Body\Foot.dds -

I personally don't know the reason for why this happens, but in my experience the .ini doesn't always get created correctly with a fresh install, especially if you throw mods in there right away without starting up oblivion once first.

Try deleting the oblivion.ini file.

Now, not exactly what you are looking for since it has nothing to do with actually levelling up, but just throwing it in there anyway.
Ayleid wells - Now wells gives you a permanent magicka boost for each one you activate.

Use obmm for mods packaged for it, and wrye bash for the rest.

Oh dear god no. During my "recent" playthroughs I never even started the MQ, but back when I did have it active, I just went in and got the hell out as fast as humanly possible.
Caves, forts and ruins is where it's at for me.

Hm, a few things here:
1. Don't use NMM for oblivion, use wrye bash.
2. How large are your current save games?
3. Do NOT overwrite your save games, make completely new ones, and never use quicksave, overwriting the same file might, and with many mods WILL cause corruption eventually.
4. Do not reload from ingame, due to the engine, it will not rerun certain scripts as intended and will also cause corruption over a long period of time, or leave certain mods barely functional. So basically, if you want to reload, quit the game, start it up again.

Well, they said they have been working on it for two years already and still have another year to go. There should be at least more than the 15 different recycled locations, like there was in DA2.

Well, right now I'm turning most people in Cheydinhal into my Thralls, imprisoning those I do not find worthy, and I'm preparing to march towards other cities with them, they will all fall. But this is the endgame as I'm done with that character. (Using Unholy Darkness Vampire mod)
Backstory being, she's lived in secrecy for too long, and wants to go out with a bang.
Before that she infiltrated the mages guild until she had gained enough trust and power to turn the higher ups into thralls, then attacking the fighters guild. As that guild is the only current threat against my character.
Complete the dark Brotherhood ofc, with Arthmoor's mod added.
I've actually not completed that many quests in this playthrough, as I'm trying to roleplay (for once) and I end up doing my own thing when I disagree with the questgiver. Which results in a lot of failed quests. <.<
The first one is the haunted manor in Anvil, which she cleared the ghosts out of but otherwise has kept filthy, dark, and decrepit to suit her dark vampire nature.
Really nice and cozy hideout for a young vampire, used it as well. But I kept the ghosts alive as my guards. (mod that let me join the necromancer faction, mannimarco)
They saved my ass several times during the day when I was sleeping, when guards and vampire hunters were trying to kill me.
