Just tried it with Steam enabled and then disabled. Seems to work fine as long as you have your game up to date. -
You can disable it in the options.

Don't think there is a way to change it. I suggest that you wait for the mod manager to release. -
Wouldn't it be illegal to port content from Oblivion to New Vegas?
