    None of those methods are going to fix it. Incidentally, scripts and mods are irrelevant to the issue as well, as has been extensively tested. What players need is a patch, or a way to force things through the console that don't involve the "setstage" command, as this has proven inoperable.

    Beating him up won't fix it.

    Disabling and enabling him won't fix it.

    Waiting won't fix it.

    Resetting the quest won't fix it.

    Start a game without any mods, even expansion packs. Reach the point where "Reporting in" should be available. Apply all the same mods as your broken save. "Reporting in" will still be available in the newer save. It's not your mods.

    Zeroing your Papyrus scripts will not restore the "Reporting in" dialogue. It's not your scripts.

    My frame of reference for envisioning this draws from Secret of Mana (SNES) or Samurai Warriors Chronicles. In the latter, you can swap the playable character and jump straight to wherever on the map they were left off.

     

    This mod would be exceptionally practical. For example, it would be tedious to build the three custom houses three times over just because you want to try the game as three different characters. There's just way too much to do in this game to waste time doing it all twice. With swapable heroes, you could juggle your Argonian mage and your Khajiit warrior without having to juggle save games.
