It's a common problem to have a shield plaque or weapon rack stop working wholly or partially. There are workarounds, but they all require the console and googling of codes etc etc. Now, I ran into this problem and I was too lazy to do any of them. A minute per item seems like too much work. So, I started beating the shield rack with a warhammer. Nothing. Percussive maintenance does not work in video games. Then I Shouted. The whole shield rack immediately resumed full service. This same shout (Fus Ro Dah, not sure if others work) got all 10+ shield plaques and weapon racks to work, all the slots. I think it's to do with refreshing the area, but I'm going to say the things were scared by my dragon power
