Wow, don't even bother opening a ticket with Bethesda. For few email exchanges I was convinced I was communicating with an actual person. But with the past 2 nonsense responses that had nothing to do with anything I'd stated I firmly believe I'm being helped by a bot... Starting to seem like forgetting the Civil war ever progresses any farther than simply declaring war on Whiterun would be easier and better than continue to try to solve this. In other news on this problem... I've looked through TESedit thoroughly... Of the mods I'm running the only ones that make any change to these 3 things: 1. Jarl Ulfric Stormcloak 2. CW03 "Quest message to Whiterun" 3. Map room scene for CW03 where the Jarl and Bear head guy talk Are... Skyrim -> Update.esm -> Unofficial Skyrim Patch In that order Disabling USP and making a clean save doesn't fix the issue, and I'm certain as many people as there are that use USP... if it caused it we'd have a fix in the mod community. As many characters as I have with this issue I'm thinking I must just be EXTREMELY unlucky or have corrupted game files. Backing up .ini files and running steam game file checker whatever they call the thing next...

Old dead thread, I'm aware. Very annoyed with this. 4 separate saves all at different stages of MQ and Ulfric just breaks and starts spewing garbage about the war instead of progressing any quest objectives at stage 230 of CW03 Message to Whiterun. I was able to complete with console like others mentioned. And I was even able to get CWSiegeObj to complete by setting objectives done by quest objective index numbers... and I noticed then in console it said objective complete Tullius is killed. Whatever Then CWObj started "Liberation of Skyrim" Report to Ulfric Guess what! More broken dialog. He even still talks about liberating Whiterun which is now marked complete. None of the stages seem to exist for CWObj... Every stage listed on UESPwiki returns stage doesn't exist... I've tried waiting an hour, leaving the Palace and coming back in, waited a whole week in Falkreth and returning, reset ai, resurrect Ulfric, killed (essential kneel) Ulfric and sheathed weapon, disabled mods on and on and on. Oh and Skyrim version is 1.7 Feeling extremely disgusted about now... I've heard that stupid speech from bear head about Ulfric being the man to give the difficult order to invade Whiterun until I'm blue in the face! I get the feeling this will never be fixed by Beth

EDIT: I tried what that guy said a while ago ^^^^^ Attack speed is changed by some mods I use, and changing it through console didn't resolve this issue. I believe, like what many others are saying, that something was causing the animations to be skipped or in some cases repeating a certain part of the animation rapidly (stuck or stuttering) resulting in insanely high attack speeds... For anyone still dealing with this I'll share the solution that worked for me... Skyrim_Data_Meshes_actors_chracter_behaviors 0_master.hkx was in that folder I MOVED that file to a backup folder on my desktop This solved attack animation glitch for myself AND NPCs making the game feel... REALLY easy (time to crank difficutly back up). This also unexpectedly solved my problems with The Dance of Death kill moves not working.

Don't forget the Mer (Elves)!

Currently we have Bretons, Nords, Imperials, and Redguards available for adoption. Would it be terribly difficult to have other child-races? Why wouldn't Beth include this to begin with? Are they trying to tell us that the Mer, Argonians, and Khajit don't have children, can't have children in skyrim, or didn't bring any children with them? If not; are they trying to tell us that the parents of Mer, Argonians, and Khajit are superior to their human counterparts and never die? If not; are the children actually the superior ones and don't require parenting if their parents die? I'm not at all familiar with Skyrim modding unfortunately, but from past experiences (previous TES/Fallout titles) this SEEMS like it would be a pretty easy thing to do... I don't really have time, but if noone else is interested perhaps I could be forced to make time. Maybe... Maybe I'll put my 10 week old son up for adoption in Skyrim! :P Before anyone says it wouldn't make sense for the racist Nord society to take in children of Mer, Khajit, or Argonian background... [sarcasm] Ohhhh right it makes SOOO much more sense for them to allow those races to adopt a human child. [/sarcasm] :)

I've been having this problem a while too... Don't have any race customizations though... Only thing I can think of is convenient horses in my case... Don't like mounted combat enough to do any thing about it ;-)

Been searching for a solution for ages... This is game breaking! I just had a bear kill me in one swipe that sounded like 30 on my lvl 36 orc warrior in werewolf with all perks blah blah... He must've been Smokey the bear and saw me running around the forest with fire enchanted axes burning rabbits and elk -_- Thread seems old and only has active posts in short bursts - Anyone found a solution? With ASIS, DD, ACE, and Duel on max difficulty the game isn't even fun like this :( Melee characters aren't EVER fun at any difficulty like this with Duel installed because the rapid fire attacks drain all stamina when you block and the lol-insta-gib isn't enjoyable on the receiving or the dealing end!
