[How to do a clean re-install]

Hello can anyone help me? I was playing fallout new vegas and i was going to nipton but bighorners started chasing me so i did the noclip console command and the bighorner hit me and i flew out of the map and into the sky and my game is messed up. i tried reloading my save before it happen but i couldnt move??? Then i exited the game and reloaded it and i could run but not pull out my weapon so i restarted the whole game and i still cant take out my weapon but i can run? Can any one Help???

 

[Removing Bounty Console Command?]

Hey i was playing skyrim and i was suppose to rent a room in riverwood to complete a quest but every time i go in there the lady kills me and i dont want to restart. please help
