Does it make all npcs naked, not just me?

I need a nude mod for every male Npc. I already have the female version, and i want to make all Npcs naked, not just half of them including myself. And i wonder if there is a birthsign or class mod that allows the player to regenerate health? NOT the "Regen Ring" mod, a mod without having to equip anything. Thanks!
