I've seen a mod like this a while back, I had it with my game before I had to reformat. When I came back onto nexus I can't seem to find it for the life of me. Basically it was a .gda file that had the values you wanted per level up (talents, skill points etc). I know there was on nexus before, no idea why I cant find it now or if why they pulled it off.
