Pretty much what it says, I've played through a couple games and have yet to actually unlock the Exalt Covert ops missions *or* done the Operation Slingshot mission and I'm halfway through the game about (assaulted the alien forward base) is there something I'm doing wrong or some steps your suppose to take before the missions appear? All I've gotten for council missions are the same old fair.

Also apparently running in offline mode no longer is effective either.

How would I do the latter out of curiosity?

Sorry if this has been brought up before but I haven't been able to find it. I've tried installing a mod from the files section, I follow the instructions however when I try to play XCOM Steam always seems to 'install' the program, which I have a feeling is Steam overwritting the modded .exe (if its more than the EXE sorry for the assumption). Is there a way to prevent this?
