Intel® Xeon® CPU X5650 64-bit operating system, x64-based processor its a little older computer and i had vortex but didnt use it for the last couple of yrs due to work and time

vortex wont load it says my C++ is out of date. when i try to load C++ 2022 it says my CPU wont handle it. cant get a new computer rn so is there a work around?

i am looking for some good mods for witcher enhanced but it looks like all the mods have instructions for manual install. if i am using vortex and the instructions are all for manual install does that mean they arent supported by vortex. i am assuming here that if the instructions are there i need to do it manually but it seems all the ones i am even looking at are not supposrted in vortex. am i missing something or is vortex more or less not a useful tool for witchre1

i have been away for quite awhile and wanted to restart skyrim but i see all the unofficial skyrim patches deleted. what at bare Minimum besides SKSE do i need. or do i even need SKSE or skyui. whats the best to start with and whats needed to replace the deleted patches unofficial skyrim, unofficial dawnguard, unofficial hearthfire and dragonborn patches?
