Fixed it. It was my load order patch. Specifically the race records containing some data which the game was choking on. I migrated the patch wholesale from 1.6.640 without rebuilding it (which I have to do manually) and that was a mistake. Rebuilt the patch from current records and it works! So rebuild your patches, kids.

I started having this problem when I upgraded to 1.6.1170 from 1.6.640 and wiped/reinstalled my mods. I am examining the mods which your load order and mine have in common. Hopefully that will generate some leads.
